Apex's current Masdar City licence covers only generic “Training & Development.” A GCAA licence amendment and Approved Training Organization (ATO) status are required for eVTOL and drone pilot training. This is the single largest open item and is funded by Stage 1.

No signed Apex–Archer or Apex–GCAA agreement yet

Current relationship with Archer Aviation is institutional proximity through the KU FALCON AAM lecture series — not a signed commercial agreement. Stage 1 is designed to convert proximity into MOUs and paid pilots.
